Decisive Engagement Part Three: Beiping-Tianjin Campaign (da juezhan)

The Liaoxi-Shengyang Campaign has ended and the Huahai Campaign is coming to a close. The Fu Zuoyi clique in north China is panic-stricken. Chiang Kai-shek has repeatedly ordered to retreat south. Due to factional conflicts and the call for peace from all walks of life in the capital Beiping, Fu Zuoyi is hesitating. The Military Commission of the Central Committee of the CPC has adopted a policy of combining military confrontation with political persuasion in an effort to win over the Fu Zuoyi clique. The Commission orders its forces to “surround yet not attack” Fu’s troops, and to negotiate with Fu to seek a political settlement. On Nov. 29, 1948, under the command of Lin Biao, Luo ronghuan and Nie Rongzhen, the Beiping-Tianjin Campaign is launched. As Fu is insincere in the negotiations, the PLA forces take New Bao’an, Zhangjiakou and Tianjin for the purpose of liberating Beijing peacefully. This places Fu’s troop in a dilemma – they can neither fight nor escape. Finally Fu is forced to put his name to the peace agreement. Beiping is thus liberated peacefully and the Beiping-Tianjin Campaign ends in victory.
