The story is set in Tianjin in the 1930s. Xu shaoxian, who has a fishing lease, is being pursued by for killers, and his son Xu Sanyuan, his foster-son Zhou Tian and foster-daughter Xiao Cui witness the eventual murder of their father. Fifteen years later, Zhou Tian becomes a policeman. Although Xiao Cai loves Zhou Tian, she marries Xu Sanyuan, thinking that she can repay her foster-father’s kindness by so doing. To avenge his father, Sanyuan kills some innocent victims. He works hand in glove with Chief Li of the Police Bureau, but turns a deaf ear to Zhou Tian’s advise. As a result, the two brothers separate. Because of a dirty deal between Sanyuan and Chief Li, Sanyuan is killed by Zhou Tian. Chief Li plots to trap and murder Zhou Tian. Driven to desperation, Zhou eventually kills the arch-criminal.
