When China’s first expressway, built with World Band funding, is completed, Ian North, the general project supervisor, finds a section of road which is sub-standard, and wants it repaired within fifteen days. This is a tall order, but the Youth Shock Brigade, headed by Xia Long, takes on the task, even though it’s midsummer and for the workers it should be their holiday period. In order to win credit for China, the brigade by renouncing their holidays also miss out on seeing family and friends.
