During the ongoing reform drive, the Great Valley Hydropower Station construction in Yunnan gets approval from the State Council to use a loan from the World Band and invite international tenders for some of its projects. The Japanese Universal Construction Company succeeds in a bid and takes on a water diversion tunnel project. The Japanese advanced technology, equipment and scientific management shock China’s hydropower construction industry. Confronted with this powerful rival and failure in the bid, Hong Hanxi, chief engineer of the China Great Valley Construction Bureau, leads Chinese construction engineers and workers to overcome all difficulties, boldly adopt innovative methods and advanced technology and finally win a victory by damming the river on time and generating electricity ahead of schedule.
