At an anti-terrorist training contest organized by the Interpol in Paris, Chinese policeman Wang Jian loses out to his Taiwanese counterpart Hou Jun buy two points. They vow to meet again for a final showdown. Soon after Hou Jun returns to Taiwan, his entire family is murdered owning to an internal feud within a secret society. A crazed Hou Jun determines to take revenge. He succeeds, but the Interpol and the balck society are now after him. Hou Jun tries to escape abroad via mainland. Tripped off by the Interpol, the Chinese public security department set up a special squad. It is headed by Wang Jian. A real test of wits between the two counterparts ensues.
